SC asks national, state child rights panels to fill posts, implement Juvenile Justice Act
The SC also said these bodies must abide by their constitutional obligation of having sittings on a regular basis so that a minimal number of inquiries are pending at any given point of time.
Among a slew of directions to ensure protection of child rights, the Supreme Court has asked the national and state child rights commissions to ensure that all their vacant positions are filled up well in time.
“The ministry of women and child development in the government and the state governments should ensure that all positions in the National Commission for Protection of Child Rights (NCPCR) and the State Commissions for Protection of Child Rights (SCPCR)’s are filled up well in time and adequate staff is provided to these statutory bodies so that they can function effectively and meaningfully for the benefit of the children,” the court held.
A bench headed by justice Madan B. Lokur also directed the state governments to ensure that all positions in juvenile justice boards and child welfare committees are filled up expeditiously and in accordance with rules framed by them.

The directions were passed on a public interest litigation (PIL) brought by human rights activist Sampurna Behrua seeking effective implementation of the Juvenile Justice Act, 2000.
In 2015, the apex court, in another petition, had ordered every state to set up a juvenile justice board by 31 December and identified problems regarding the effective implementation of the Juvenile Justice Act. (Source: Livemint)
